- Qualifications Based Selection (QBS)
Professional services like design and engineering must always be selected based on the qualifications, experience and expertise of the consultant. Negotiations regarding fee for the consultant’s services occurs post-selection. Failure to follow QBS procurement results in project delays, cost overruns, and a lower quality project overall.
- Capital Project Delivery & Funding
New Jersey must make significant investments in the repair and rehabilitation of its aging infrastructure in order to preserve the health, safety and quality of life of its nine million residents. Public agencies and authorities must have access to every project delivery tool in order to expedite the delivery of essential capital projects.
